After having ignored the phenomenon for a long time, States today seek to exercise their sovereignty in cyberspace and make every effort to support political, legislative, diplomatic, military and industrial strategies. But they need to take other essential entities into account: Multinational firms which control data, companies which control infrastructures, institutions and associations which have key powers (naming with ICANN), web users (as genuine creators of content federated by social networks…)

What is the current state of governance? What are the new geopolitical challenges of the Web? What role do the different stakeholders in the network play? What are the future developments?
