The development of cloud computing raises issues that are both legal and technical, bringing the notion of “data sovereignty” to the fore: What about location, security or control of personal or strategic data, faced with regulations such as the Patriot Act? Does the development of sovereign clouds, in particular in Europe, herald the appearance of borders on the Internet?
